I have had this badge in my collection since the 1970's. It has a few unusual features: The rim around the custom seal does not have the normal blue enamel, and the lettering is a lighter blue, hard enamel.  Lettering appears (from the reverse) to be hand-stamped. I've never been quite sure of what to make of this one! An interesting piece though, and not a cheap, foreign-made replica.
