Antique Operative - American Protective League, Auxiliary to U.S. Dept of Justice 

Gold Colored Shield, Number 3311

The APL was never an official part of the U.S. Government and was disbanded in 1919. The founder, A. M. Briggs, proposed the APL as a new volunteer auxiliary of  the USDOJ. The then acting Attorney General gave permission for the group to form but they were technically a private organization with no official law enforcement powers.
